The package inclusion policy and guidance page simply says that the mod with the oldest forum post or content db submission gets the name. It doesn't say anything about mods being disqualified from having a name since they are too old.
Also the original mod from 2013 I linked has been updated as recently as 2020. I don't see why the creation date disqualifies it from having the name since its the first mod posted on the forum to use the namespace bamboo.
Looked into it, the first version of Cool Trees didn't have a bamboo mod, it was added after the package was approved on ContentDB. Cool Trees was never explicitly given the right to the name "bamboo", it slipped through the cracks because it was added after the package was added.
The reason we have the Right To A Name policy is to prevent dependency issues. Minetest uses mod names for dependencies, and so having multiple incompatible mods with the same name would break the dependency system. RTAN aims to prevent this by only allowing the first mod to use the name.
However, runs' mod has used "bamboo" for 3 years, and getting him to change it could cause more dependency issues. Additionally, all the mods in ContentDB that depend on "bamboo" expect the Cool Trees version. All the packages containing "bamboo" on ContentDB are the Cool Trees version. Getting Cool Trees and all the modpacks/games to rename would cause more breakage then getting this mod/Krock's to rename
So unfortunately, it looks like Krock's bamboo mod has lost the name via squatter's rights
given how old that mod is, runs mod has right to the name, so you need to be compatible with that to use the bamboo name

Okay, I updated this mod to be compatible with Runs' mod by adding a few new blocks and aliases.
