What do you mean? As in the license for the media? If that's the case, the reason its open(free) is because there are multiple licenses for the different sounds, you can see the attributions in the sounds folder.

Other (Free/Open) is a placeholder for licenses not added to cdb normally, content needs to be under osi approved licenses. if you are expecting responses, please submit it for review again.
