NameMC's skins page is just a feed of Minecraft players' skins scraped off of Mojang's skin servers. Copyrighted content, can't be uploaded onto ContentDB, sorry.
The skins for my mods are not totally the same as what are downloaded on the site
Because minecraft skins don't work on minetest
So I passed them to a minecraft>minetest skin converter, the problem with the converter is that leaving transparent areas at the back of the skin so I changed them, "Technically" it's not true of the copy, the textures are different even if it resembles

It's a derivative work. Rather than merely the permission to copy verbatim, you need permission to create and distribute derivative works, to be allowed to use them.
Are the skins freely licensed?
Normally yes since you can download them. It's people who create skins and put them in this site
