It looks like you're using depends.txt. You should have a mod.conf, as depends.txt is deprecated.
arena_lib requires Minetest 5.3+. You should have that set for your releases with this mod

You shouldn't put two licenses in the same file unless they only need ~5 lines to say what they need to. I had a hard time finding your media license
